BETHESDA, MD, August 10, 2021 – Dr. Dorothy Davidson, President and CEO of Orano Federal Services, announced today a new Board of Directors and Executive Team composed of recognized leaders from the nuclear industry and experts in addressing challenges facing the Department of Energy.

Ralph DiSibio – Board member
Dr. Ralph DiSibio brings proven leadership from his 40-year career. As the former President of Washington Group International, he was responsible for DOE contracts at the most complex sites, including Savannah River, Hanford, WIPP and others. As a former member of DOE’s Nuclear Energy Advisory Committee, as well as his roles with Kurion and Parsons Power, Dr. DiSibio gained insights into handling the starkest challenges facing both DOE and the nuclear industry. As a Board member of Quanta Services, Conti Construction, Jitsuin, and Elixsys, he brings lessons learned from the critical requirements companies must meet for financial disclosures, risk management, safety, and human resources.
Chuck Munns, Vice Admiral, US Navy (retired)
Vice Admiral Chuck Munns is an internationally recognized senior executive and leader best known for his accomplishments in the U.S. Navy and as CEO of Savannah River Nuclear Solutions (SRNS), the company operating DOE’s Savannah River Site (SRS). He served for 34 years in some of the U.S. Navy’s most high-profile and challenging positions, culminating in the rank of Vice Admiral with responsibility for all U.S. submarines worldwide and NATO submarine policy. Vice Admiral Munns brings the rigor and discipline from his naval experience, providing a unique conduct of operations perspective to all board considerations.
Mike Pacilio
Mr. Pacilio is recognized globally as a respected leader in the nuclear industry. He led Exelon Corporation’s power generation fleet, consisting of nearly 100 generating units in 19 states and Canada. Mr. Pacilio has experience in corporate governance and oversight, currently serving on the board of Duke Energy and having served on the boards of the Constellation Energy Nuclear Group; Net Power, investing in alternate energy technology; and JExel, an international venture with Japan Atomic Power Company. He has served in leadership roles in industry organizations including INPO, World Nuclear Association, and NEI. Mr. Pacilio’s expertise in the power generation industry and his global relationships will help guide Dr. Davidson’s vision of enhancing Orano Federal Service’s goal of being a preferred partner for DOE procurements. His insights will be invaluable as we drive toward a clean energy future.
Steve Piccolo
Mr. Steve Piccolo is an accomplished senior executive and entrepreneur in the nuclear energy industry. He was previously Board Chairman of Kurion and helped develop the company’s strategy for cesium removal in the aftermath of the Fukushima disaster. Mr. Piccolo held multiple executive positions with URS (now Amentum). His experience as Program Manager of the Defense Waste Processing Facility at SRS, including production design and start-up, gives him deep insight into issues facing the tank farm and the Waste Treatment Plant at Hanford. His hands-on knowledge of operations together with Orano’s technological resources creates a valuable perspective for recognizing and achieving business objectives.
Sue Stiger
Ms. Stiger is a seasoned executive with demonstrated ability to recover troubled projects and successfully direct complex nuclear projects and operations in challenging political and regulatory environments. A long-time Bechtel manager with executive experience throughout the DOE Complex and National Laboratories she has honed her skills from Rocky Flats to Los Alamos, and a decade leading aggressive cleanup and waste management programs at INL. Her broad-based leadership experience enables her to effectively lead multi-disciplinary teams, manage major projects and government contracts, and sustain effective client relations. Ms. Stiger will bring to Orano a wealth of knowledge and perspectives and strong industry relationships sustained through the WMS Board of Directors and leadership positions on the EFCOG Board.

Amir Vexler
Mr. Amir Vexler is the President and CEO of Orano USA – Orano's operations in the United States providing commercial and federal customers with global expertise in nuclear materials management. Mr. Vexler oversees all five of Orano's business units in the U.S. With extensive international experience in the electric power industry, his career includes manufacturing, engineering services, and commercial nuclear operations. Mr. Vexler is integral to Orano Federal Services’ new vision and facilitates reachback into our U.S. and global commercial operations.
Arnaud Gay
Mr. Arnaud Gay brings 31 years of success in planning and overseeing international technology R&D and operations in the nuclear industry. Currently, he is Executive Vice President of International Operations for Orano Group, where he directs multiple concurrent projects for the Back End Business Group. He is Lead Director on the Board of the joint venture managing the Sellafield Site in the United Kingdom. Mr. Gay was appointed Executive VP of the newly created Decontamination & Decommissioning (D&D) Business Unit supporting the Fukushima recovery effort. His international experience, connection to Sellafield, and role as CTO for the Back End Business Group provides unique insight and reachback access to the Orano Group.
Michael McMurphy
Mr. Michael McMurphy has a proven history as an executive in the nuclear and energy industry for more than 30 years. He served on the DOE legal staff before joining COGEMA, where he became CEO. He served in Paris as Senior Executive Vice President of AREVA for the Front End Business Group. Mr. McMurphy was a Board Member of several French companies, as well as Eurodif and SET, two uranium enrichment companies. Upon return to the U.S., he served as Executive Vice President and Vice Chair of AREVA Inc. until his retirement in 2014. Mr. McMurphy brings his law, board, and executive experience as well as his deep roots in the French industrial community.

Joe Faldowski – Chief Operations Officer (COO)
Mr. Faldowski has 25+ years of nuclear industry experience. He was one of a select group to relocate and work at Orano-owned nuclear facilities in France. He formed and led teams to solve complex problems with competing priorities, improve facility productivity, increase efficiency, and consistently meet contract and regulatory requirements, including to DOE 413.3B. As COO, Mr. Faldowski has overall responsibility for the company’s financial, operational, safety, and quality performance. Mr. Faldowski will apply the commercial owner/operator perspective garnered in France to U.S. operations.
Leah Crider – Chief Commercial Officer (CCO)
Ms. Leah Crider has 15 years in the energy industry. She was most recently Product Management Operations Leader for GE Hitachi Nuclear Energy, and was honored to be selected as one of the U.S. Women-in-Nuclear Executives of Tomorrow 2021. As CCO, Ms. Crider will lead all Orano Federal Services’ activities related to customer engagement, including business development, proposal development and negotiations with team members. Ms. Crider brings to Orano Federal Services a strong skill set in Fortune 50 commercial operations and customer relations.
Ralph DiSibio – Orano Federal Services Chief Strategy Officer (CSO)
Dr. Ralph DiSibio’s 40+ years of experience include his role on DOE contracts at the most complex sites, including Savannah River, Hanford, and WIPP. As CSO, he will develop the overall business strategy to increase Orano Federal Services’ leadership as a valued partner. Using his depth of experience and network throughout the DOE Complex, he will drive strategy to maximize Orano’s strengths to partners. He is recognized as a team builder who brings corporations together to offer DOE the best solutions.
Paul Murray – Chief Technology Officer (CTO)
Mr. Paul Murray brings 40+ years of experience and a solid reputation within the DOE and commercial nuclear industries for his ability to lead teams charged with developing and implementing solutions for pressing nuclear technology challenges. Before his experience at Orano, Mr. Murray worked at multiple nuclear fuel cycle facilities in Europe, which involved reactor systems design/refurbishment, R&D related to Gen IV reactors/fuel, research, testing, and commissioning of used nuclear fuel recycling facilities. In 2007, he relocated to the U.S. to implement technology transfers to this country envisioned by the UKAEA and DOE. During his career, he has transferred 41 technologies. As CTO, Mr. Murray will continue to identify and develop the best technology solutions.
Gilles Rousseau – Chief P3 Initiative Officer
Gilles Rousseau brings to his new Orano Federal Services leadership role a 25-year record of success in managing complex commercial and government projects within the nuclear, defense, and aerospace industries. Mr. Rousseau has served the past 12 years in Orano executive positions ranging from Director of a Business Unit at Technic Atome in France, Executive Vice President for international projects, COO of MOX Services at the Savannah River Site, and most recently as Senior Vice President of Operations at Orano Federal Services. His international experience and relationships make him the ideal candidate to identify Public-Private Partnership (P3) initiatives and implement technology solutions that address unique DOE challenges.
